Changes in the Procedure for Admission to Higher Education Institutions Under Quotas in Ukraine

Ukraine has implemented important changes to the procedure for admission to higher education institutions under quotas. Now, applicants can be admitted under quota-1, quota-2, or under the quota for foreigners.

Quota-1

Quota-1 includes applicants who have the right to admission based on an individual oral interview or belong to the category of orphans and children deprived of parental care. This quota represents at least one place within 10% of the maximum volume of state or regional orders.

Quota-2

Quota-2 applies to applicants from temporarily occupied territories or areas of active hostilities. It represents 10% of the maximum volume of state orders with special rounding for certain regions.

Quota for foreigners

The quota for foreigners is used for the admission of foreign students and foreign Ukrainians who do not reside permanently in Ukraine.

Specific quotas are established in accordance with the admission rules of higher education institutions and are published on their official websites. These changes will take effect from 2023 and take into account the specifics of each category of applicants and restrictions related to conscription age and the obligation to defend the country.
