Introduction of Economic Reservation System in Ukraine
Three draft laws proposing the implementation of an economic reservation system have been introduced in the Verkhovna Rada of Ukraine. According to Dmytro Natalukha, head of the Verkhovna Rada Committee on Economic Development, these draft laws differ in their approaches to the economic reservation model.
Key Points of the Proposed Draft Laws
The first draft law suggests the possibility of reserving employees by paying military dues amounting to 20,000 hryvnias per month, limited to 1.5% of the total salary. Enterprises must be free from any arrears to reserve their employees. Sole proprietors can also reserve themselves if registered for over six months and earning a monthly income of at least 61,000 hryvnias.
Another draft law, proposed by Deputy Head of the Office of the President Rostyslav Shurma, aims to exempt conscripts earning over 35,000 hryvnias per month from mobilization, a suggestion backed by the government.
The third draft law presents a mixed model, allowing the reservation of hired employees with salaries exceeding 35,000 hryvnias and sole proprietors who pay a monthly military levy of 20,000 hryvnias.
